Can a lower voltage charger mess with a computer

I recently got a laptop (Alienware m14x 2009 model) from my friend. We took a day to reset it back to factory setting and get it back set up. We do not have the original charger to go with it, i didnt not think this to be a big deal. All the next day after that, i got it to my place and did updates. I got a substitute charger (as i said above), a 19.5V 4.62A, the computer needs a 19.5V 7.7A. At the moment the computer gets not charge whatsoever, so when i unplug it, it just turns off. My friend said when he had the original charger it worked just fine. Will not having the right charger harm my computer?
On a side note, do chargers have anything to do with the CPU usages. Mine is stuck at 100% all the time.
